Vice President, Contracts & Subcontracts

Lead a 15-person team that administers Cherokee Federal’s contracts and subcontracts, minimizing risks, promoting effective and efficient operations, and compliance with applicable laws and regulations. Establish policies and procedures for Cherokee Federal contracts/subcontracts to ensure compliance/audit while assisting management and other internal departments in their implementation, review, compliance, and enforcement of contracts.  Provide pre and post award guidance for Program Management as well as the Business Development team.  Vice President should drive training and behaviors with teams that enhance overall performance and profitability to include negotiations with Contracting Officers.

Pay commensurate with experience.

Vice President, Contract & Subcontracts Responsibilities Include: 

  • Leads the team that provides administrative support for the full life cycle of government contracts and subcontracts.
  • Partners closely with Cherokee Federal’s non-contract procurement activities including selecting vendors, negotiating terms and prices, vendor relations and administrating of ongoing contracts. 
  • Ensures the timely and appropriate drafting, review and negotiations on all standard and non-standard contracts that meets business needs and comply with appropriate laws and regulations.
  • Sets policies and procedures to ensure that contract provisions comply with internal policies and requirements.
  • Manages internal review by all affected parties and the process for obtaining internal and external signatures in accordance with company policy.
  • Ensures the timely resolution of contractual issues.
  • Handles miscellaneous contractual matters including the processing of representations and certifications and the handling of OCI mitigation issues, Service Contract Act compliance and other relevant matters.
  • Monitor and review submission and compliance reviews on proposals pre and post award.
  • Ensures appropriate communication with government agencies to include negotiations as necessary.
  • Manages the process for ensuring that contract and modification data is entered into a contract management and tracking system timely and accurately.
  • Collaborates closely with the procurement system and associated policy and procedures.
  • Interfaces with customers, program management and business leadership regarding contracts status and issues.
  • Ensures the central library of original contracts, related documentation and correspondence and contract database(s) containing key contract elements are properly maintained. 
  • Establishes periodic reporting of contract activity, including notice of expiration, status of pending agreements and compliance with insurance provisions. 
  • Able to develop Contract Close out process with internal functions and operations.
  • Assists leaders and executives with contract interpretations and resolutions as needed.
  • Exploring contract opportunities in collaboration with the Win team, both before and after the award phase
  • Performs other job-related duties as assigned.

Vice President, Contract & Subcontracts Experience, Education, Skills, Abilities requested:

  •  Bachelor’s Degree in a business-related field of study.
  •  At least 15 years of experience in commercial and government contract administration. 
  •  At least 7 years of leadership experience or an equivalent combination of education and experience. 
  • A Certified Federal Contracts Manager (CFCM) certification is preferred. 
  • Experience with international contract administration is preferred.
  • Advanced knowledge of Federal Acquisition Regulation (both goods and services) & Defense Federal Acquisition Regulation Supplement (FAR/DFARS) and key terms such as Fixed Price, Time & Material, Cost Plus Fixed Fee, and Indefinite Delivery/Indefinite Quantity contracts.
  • Advanced knowledge of the life cycle of the government contracting process and supporting software (such as CLM). 
  • Working knowledge of DCAA and DCMA is strongly preferred.
  • Knowledge of Microsoft Office products.
  • Knowledge of Deltek Costpoint and other relevant Contracts management tools.
  • Proven leadership skills at the executive team level. 
  • Excellent customer focus and demonstrated ability to utilize teams to deliver business results.
  • Excellent writing, communication, organizational, and analytical skills.
  • Advanced problem solving and creativity skills. 
  • Advanced negotiation and diplomacy skills.
  • Lead process improvement processes. 
  • Demonstrate appropriate assertiveness, work independently within a team environment, have excellent interpersonal skills, and self-motivated.
  • Ability to work on multiple projects concurrently and prioritize assignments.
  • Maintain the highest level of professionalism, confidence, and integrity while directly dealing with internal and external customers.
  • Ability to accept, adapt, and implement change.
  • A U.S. person as defined by the International Traffic in Arms Regulations (ITAR).
  • Must pass pre-employment qualifications of Cherokee Federal
