Microsoft’s Cloud Operations + Innovation (CO+I) organization is the engine that powers our cloud services. Our Data Center Construction Team is dedicated to delivering the highest quality data centers for our cloud services. As we continue to revolutionize the way construction projects are planned, managed, and executed, we are seeking a highly motivated and detail-oriented Global Construction Quality Director to join our diverse and inclusive team. This role will play a crucial part in ensuring the high standards of quality and reliability of our Data Center Project Delivery.  

The role of the Global Construction Quality Director requires effective interpersonal, communication and organizational skills, ability to self-direct, with a demonstrated background and experience in construction field quality assurance/quality control, process improvement, and systems development and large scale construction projects.       

The Global Construction Quality Director is ultimately responsible for full life-cycle implementation of the construction quality assurance and quality control (QA/QC) program across all Microsoft sites.  They will utilize industry best practices and lessons learned to implement a global construction quality management program to ensure site teams adhere to project parameters and meet the highest standards of performance, functionality, and safety.      

The Global Construction Quality Director will collaborate with our construction, procurement, and engineering teams to ensure that our quality tools and processes fit the needs of the business and are continuously improved to deliver best in class performance on our Data Center build projects.    

The Global Construction Quality Director reports directly to the Vice President of Global Data Center Construction and works across the organization to ensure consistency and continuous improvement in the QA/QC program.

Qualifications

Required/Minimum Qualifications: 

  • Bachelor's Degree in Engineering, Quality Management, Construction Project Management, Contract Management, Construction Management, or related field AND 12+ years related experience leading Quality Management Programs in Data Center, semiconductor, Oil-gas, Bio-Pharmaceutical or other large scale construction projects 
    • OR equivalent experience.

Other Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:
    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications:

  • 15+ years of progressive responsibility in leading Quality Management Programs in Data Center, semiconductor, Oil-gas, Bio-Pharmaceutical or other large scale construction projects 
  • Experience leading and driving multiple, large multi-faceted projects, including Quality Management and QA/QC Programs, Risk Management, Contract Management, Project Controls and experience in Fabrication facilities 
  • Certifications in quality control and testing. CQM certificate from US (UNITED STATES) Army Corp of Engineers, OSHA (Occupational Safety and Health Administration) 30
  • Knowledge of the FMEA, MSA process, 8D or other structured problem-solving methodology   
  • COPQ analysis and ISO 9000 experience. ASQ certification CQM, CQE or CQA   
  • Experience managing a structured quality system. 
  • Excellent communication skills, with the ability to articulate technical concepts to non-technical stakeholders, promoting open and inclusive communication, providing clear direction to a diverse team, and quickly resolving issues gating project progression 
  • Demonstrated experience leading a large team independently in order to manage projects predictably in Safety, Quality, Cost, Schedule and Risk Management, and positively influence cross-discipline teams. 
  • Demonstrated ability and appreciation for working collaboratively in a fast-paced and dynamic environment to meet schedule.   
  • Ability to adapt to changing priorities and handle multiple tasks simultaneously. 

Construction Project Management M6 - The typical base pay range for this role across the U.S. is USD $124,800 - $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 - $292,200 per year.
Certain roles may be eligible for benefits and other compensation.

Responsibilities

Accountability:   

  • Responsible for Leadership of Safety, Quality Programs (including QA/QC Management Programs) and predictable delivery to meet the business need date and cost expectations.
  • Responsible for leading quality project delivery across the Global Regions, campuses and oversight of project teams on those projects
  • Promote collaboration with all partners and stakeholders in support of the construction project delivery at the expectations of QA/QC, with indicators to show performance within Key Performance Inductors (KPI) expectations 
  • Provide direct oversight of the Quality Managers within the Portfolio and overall team to ensure that the projects are delivered to Quality Expectations

Business Processes:   

  • Responsible for Leadership across multiple regions and campuses for Safety, Quality and predictable delivery to meet the business need date 
  • Create and maintain best practices to identify and incorporate high quality delivery solutions. 
  • Hold General Contractors (GCs) and vendor quality performance at the highest levels of Quality per the Contract 
  • Drive deployment of Quality Programs and solutions that can be socialized globally across Engineering, Procurement, and Construction (EPC) projects.  
  • Facilitate decision-making to drive timely solutions, schedules, and manage change as required. 
  • Apply influence, strategies, and negotiation skills to identify options and recommend solutions to meet project delivery quality expectations.   

Communication:

  • Provide clarity in communications for the Quality Assurance and Quality Control Program
  • Regularly reviews cost and KPI metrics, invoices, process/policy communications to client partners.
  • Coordinate meetings and activities of quality performance and integration of lessons learned.
  • Report Global and Regional Quality Performance to established indicators  
  • Provide weekly project status reporting to EPC standards. 

Supplier Contract Compliance to Quality Requirements

  • Manage Global and Regional compliance with quality requirements per the contracts
