The Market Structure team sits within BlackRock’s Global Trading organization which provides execution services globally across all asset classes and collaborates with investors and market participants to improve investment performance. The team is responsible for leading Global Trading’s strategic response to commercial, regulatory and technology driven changes in capital markets. The team engages externally with the industry and our public policy colleagues to advocate with policymakers, provide thought leadership, shape market structure, and represent BlackRock’s views on regulatory issues which affect trading. The team’s remit also spans the management of our OTC clearing activities, executing our trading venue strategy, and working with internal functions to design and implement solutions to conform with regulatory changes. The team works closely with BlackRock’s strategic partners, such as dealers, clearing brokers, trading platforms, and CCPs.

The team is seeking a senior market structure expert to lead our US market structure initiatives across all asset classes. Specific experience on regulations impacting trading and liquidity is a must. This role will require working with key business partners, both internally and externally to develop BlackRock’s strategy. Responsibilities

• Influence and shape market structure across asset classes and products, with a particular emphasis on US and FICC markets

• Represent BlackRock’s perspective and buy-side views on market structure issues externally with regulators, exchanges, CCPs, and industry associations / working groups

• Partner with the public policy team to develop BlackRock ViewPoints and comment letters / responses to proposed regulation that will impact trading or liquidity

• Work closely with strategic partners (e.g., dealers, clearing brokers, trading platforms, CCPs, etc.) to define and implement business models and platform enhancements

• Design and guide delivery of internal trading solutions / projects as required by regulatory changes, collaborating with other BlackRock stakeholders (e.g., EMIR 3.0, UST / repo clearing, dealer definition)

• Provide input into our electronic trading strategy to evaluate new functionality, platforms, and connectivity across asset classes

• Evaluate new technology (e.g., blockchain) and trading platforms to determine potential impact to markets and identify emerging industry trends and disruption

• Review opportunities to clear new products available in the market and develop cost-benefit analysis of such offerings (e.g., margin impact & fee analysis)

• Perform ongoing oversight and support to trading teams for cleared swap workflows and intraday credit limits

• Mentor / develop junior colleagues

Skills & Qualifications

• 9+ years of experience in financial markets or the regulatory landscape

• Prior experience with a discipline relating to Fixed Income or Equities, such as, but not limited to, Trading, Operations, Legal & Compliance, etc.

• Deep knowledge and understanding of buy-side investment processes and trading workflows

• Working knowledge of central clearinghouse frameworks a must

• Some derivatives experience a plus

• Strong communication skills with the ability to clearly articulate positions, write effectively and deliver presentations

• Good interpersonal skills to facilitate engagement with colleagues and deliver updates to key stakeholders

• Natural relationship building orientation; collaborative

• Ability to coordinate and lead projects across different levels and functions

• Highly motivated self-starter

• Desire and willingness to innovate

• Analytical and data modeling skills a plus

For New York City only: The salary range for this position is $200,000 - $260,000. Additionally, employees are eligible for an annual discretionary bonus, and benefits including heath care, leave benefits, and retirement benefits. BlackRock operates a pay-for-performance compensation philosophy and your total compensation may vary based on role, location, and firm, department and individual performance.
