Associate Director, Mental Health Service

Job Description

Purpose of Position: 

Under the direction of the Director of Mental Health Services, develops, plans, directs, coordinates, monitors, and evaluates healthcare services in areas such as mental health, substance use, forensic mental health, quality assurance, and utilization review to ensure the delivery of quality care and medical services.

Essential Duties and Responsibilities: 

• 1. Formulates and develops methods and procedures for monitoring, evaluating, and operating mental health programs and services in assigned areas of responsibility. 
• 2. Monitors and coordinates review processes of assigned mental health services to determine if programs meet health care needs, objectives, and goals established by the Mental Health Services Department. 
• 3. Participates in the development of policies, standards, rules, and regulations pertaining to mental health services. 
• 4. Provides advisory and consultative services to System, health care settings, and their staff. Maintains liaison with community agencies and professional organizations on matters affecting mental health programs. 
• 5. Reviews city, state, and federal regulations in connection with compliance. Reviews and advises pertinent personnel on improving programs for full compliance. 
• 6. Advises the Director on policy and procedural changes, community problems, utilization and development of staff, implementation of productivity goals, and makes recommendations for improvement in mental health services. 
• 7. Supervises staff assigned to departmental activities and provides professional direction. 
• 8. Participates in staff meetings and conferences and attends meetings with key leadership officials and external representatives. 
• 9. Provides advisory and consultative services in connection with the development of grant proposals. Implements administrative policies and procedures based on standards of professional review organizations.
• 10. Performs related duties, as assigned.

Minimum Qualifications

1. Master’s Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or related field; and
2. Three (3) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services; or
3. Possession of a valid license and current registration to practice in a mental health field issued by the New York State Education Department (NYSED).
