Job Description
Summary Of Essential Duties and Responsibilities:
• Manages all facets of the HERRC Payment Management team in overseeing invoice review and invoice processing of approximately $1.5 billion in annual payment requests
• Manages all protocols, procedures, and reporting structures that result in the efficient review and payment of vendor invoices
• Manages infrastructure development to track and monitor invoice review status, all payments, and related reporting
• Manages all invoice review and payment processes with the Accounts Payable and Supply Chain departments
• Manages ongoing process improvement and system enhancement for the Payment Management team
• Oversees relationship management with all HERRC vendors and manages by promptly responding to inquiries, managing vendors' expectations, and clearly communicating program needs and changes
• Ensures that all payments comply with all contract and payment procedures and that invoice documentation needs are clearly communicated and adhered to
• Oversees the receipt of all invoices and backup from a portfolio of vendors, reviews documents for compliance and accuracy, and communicates with vendors about needed edits
• Liaises with H+H Central Finance to strategize weekly payment processing and monitor H+H System cash flow monitoring
• Fills in for the Director of Payment Management in high-level intra-departmental, inter-departmental, and intra-agency communications and meetings as necessary
• Manages intricate projects involving the development, implementation, and monitoring of new payment management systems and protocols
• Oversees complex data collection initiatives to deliver precise payment information and documentation pertinent to the HERRC program
• Supervises senior employees of the Payment Management team, providing consistent oversight, mentorship, and professional development opportunities, and implementing corrective actions when warranted
• Manages responses for all audits and investigations related to invoices and payment procedures
• Maintains a comprehensive understanding of HERRC operations and their impact on payment management at the programmatic level
• Demonstrates proficiency in reimbursement methodologies and grant eligibility criteria to optimize reimbursement for grant-funded and FEMA-eligible expenditures
• Uses advanced Excel functionality to achieve portfolio assignments and team projects
• Performs additional responsibilities as assigned.
Minimum Qualifications
1. Master’s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or
2. Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and three (3) years of experience, as described in “1” above, one (1) year of which must have been in a responsible administrative or managerial capacity.
