The HR/Payroll Compliance Analyst plays a key role in ensuring the HR Operations/Payroll business operation is compliant based on regulatory and internal policies, processes, and programs. This role will function as a subject matter expert and will research regulations and policies and communicate impact analysis, recommendations and necessary requirements. Leads associated initiatives, including creating communications, process and procedure guides, training materials, and other change management mechanisms to educate stakeholders on new and revised policies, processes, and programs. Responsible for self-identifying, reporting, developing and implementing solutions for operational risks. Performs analysis of payroll processes and practices, in addition to conducting and preparing for internal and external audits. Responsibilities also include responding to all statistical and compliance reporting and tax notices, new state tax ID requests, and subpoenas.

Job Duties and Responsibilities

  • Communicates and implements regulatory requirements, serves as the point person for regulatory operational processes and procedures.
  • Utilizes various forms of technology and internal partners to develop processes and procedures with a focus on operational excellence and compliance, ensures all stakeholders are educated and aware.
  • Leads internal self-test audits ensuring compliance and internal processes and procedures are followed.
  • Reviews and delivers requested information for subpoenas ensuring all necessary information is provided accordingly.
  • Prepares and supports all internal and external audits (including but not limited to, ESPP, VEBA, Payroll, Wage Audits etc).
  • Provides management with HR Operations and Shared Services support.
  • Responsible for records management activities to include maintenance, retrieval, and adhering to record retention requirements.
  • Responsible for maintaining records in accordance with record retention requirements and internal policies.
  • Acts as a mentor to fellow team members. May lead special projects as assigned.
  • Audits, validates and corrects data within HRIS systems to maintain data integrity and ensure that system controls and processes meet all internal and external audit requirements.
  • Each team member is expected to be aware of risk within their functional area. This includes observing all policies, procedures, laws, regulations and risk limits specific to their role. Additionally, they should raise and report known or suspected violations to the appropriate Company authority in a timely fashion.
  • Performs other related duties as required.

Minimum Education:

  • Bachelor's degree in Human Resources, Business Administration or equivalent combination of education and experience

Minimum Experience:

  • Seven years of payroll and/or HR compliance experience that includes documenting processes and procedures, compliance reporting and supporting audits

Certifications:

  • Certified Payroll Professional or HR Compliance related certification preferred

Required Knowledge, Skills, & Abilities:

  • Supervisory experience and/or ability to effectively lead or direct others
  • HR business process experience
  • Ability to make good decisions based on analysis, wisdom, experience and judgment
  • Strong attention to detail and auditing skills
  • Ability to prioritize multiple tasks
  • Strong written and verbal communication skills
  • HR reporting experience
  • Utilizes excellent interpersonal skills to interact with internal and external partners
  • Self-starter, able to work independently, utilizing resource to find answers
  • Strong organizational and critical thinking skills
  • Proficiency with Microsoft Office suite of products and HRIS system experience

Preferred Knowledge, Skills, & Abilities:

  • ADP Enterprise, eTime, Virtual Edge
  • Certified Payroll Professional (CPP)
