The Director, Quality Assurance, Capital Projects is a role primarily responsible for ensuring the execution of repair and reinvestment projects is done in accordance with Company standards. This includes supporting project design efforts through design document reviews, the periodic observation of active construction projects and supporting the project close-out process. The role is also responsible for managing assigned members of the QA team, and oversight of the inspection site portal of assigned projects (inclusive of field issues related to the portal). In addition, the role will provide construction site overview for general project conformance with waterproofing guidelines, implementation of acoustic systems and building assemblies; federal and jurisdictional accessibility requirements; and that all building repairs meet the owner’s quality expectations.    

Job Duties:

  • Review plans and specifications during the Construction Document development phase to ensure consistency with ICAD standards, including but not limited to; CA Title 24, waterproofing, sound attenuation, ADA accessibility via dimensioning and detailing. 
  • Participate in Bluebeam review sessions, providing review comments as needed.  Participate in page turn review with the Project Management team.
  • Work with the Project Management team to develop mock-ups as needed.
  • Participate in value engineering reviews with the Project Managers.
  • Work with consultants to provide quality plans, specifications, and other related scope documents as requested by the Project Manager.   
  • Provide construction site overview for proper implementation of QA programs; coordinate with architect, consultants, and the construction management team.  
  • Work with Operations on building envelope turnover and waterproofing systems maintenance guidelines.    
  • Review RFI responses through the lens of Quality Assurance. 
  • Attend weekly construction meetings; assist in problem-solving. 
  • Review active construction projects for conformance with apartment development design criteria.
  • Review contractor and waterproofing consultant's daily field inspection reports, following up on the closure of open items/issues.
  • Review implementation of sound attenuation when required, including the coordination of assembly testing.   
  • Participate in 90-50-90 and turnover walks for the exterior building envelope with the Capital Repairs team.
  • Participate in the review of third-party building envelope windows and waterproof system testing as needed.
  • Participate in Post-Completion Project Review. Assist the Project Management and Construction teams in analyzing lessons learned for positive change (plus delta) for ongoing and future projects. 
  • Assist with the turnover of warranty documents to operations.
  • Provide ongoing team training related to Quality Assurance systems, processes, plan reading software, inspection rigor, reporting, implementation of “Lean” management principles, and the owner’s expectation of finish quality. 
  • Set up, maintain, and implement the owner’s desired QA technology platform for active construction projects.
  • Provide training to the selected contractor on the implementation and expectations of their Quality Assurance program. 
  • Walk with Construction Manager and third party quality assurance monitoring company.

Minimum Qualifications / Other Expectations:

Education & Experience: 

  • Bachelor’s degree in construction management strongly preferred.
  • 10-15 years’ experience in multi-family construction.
  • Demonstrated proficiency in plan reading, scheduling, wood frame and concrete construction, managing and  training a team of quality assurance professionals, interpersonal skills, computer skills, ability to communicate, both written and oral, leadership and organizational skills. 

Other: 

  • Strong knowledge of waterproofing practices and current building codes.
  • Skilled in reading and interpreting plans and specifications.
  • Ability to manage multiple priorities with attention to speed, detail, and quality.
  • Valid California driver’s license; Maintain continuous vehicle liability insurance as required by state law. (This role requires the regular and frequent operation of a vehicle, as defined in the Company’s MVR policy, and is part of the essential duties of this position.).
  • Ability to communicate clearly and effectively in English, both verbally and in writing.  
  • Occasional travel required

Compensation:

Base Pay Range: $132,500.00 - $175,800.00

Actual placement within this range may vary based upon, but not limited to, relevant experience, time in role, base salary of internal peers, prior performance, business sector, and geographic location.
